If you are buying an IP PBX in India, especially for a government office, PSU, bank or any tender, you will see the words “TEC certified” and “MTCTE”. This guide explains what they mean, why they matter, and how to check a vendor’s claim.
What is TEC?
The Telecommunication Engineering Centre (TEC) is the technical body of the Department of Telecommunications (DoT), Government of India. It writes the standards, called Essential Requirements (ERs), that telecom equipment must meet in India, and it issues certificates for equipment that passes.
What is MTCTE?
MTCTE stands for Mandatory Testing and Certification of Telecom Equipment. Under the Indian Telegraph (Amendment) Rules, 2017, telecom equipment notified by DoT must be tested against its TEC Essential Requirements and certified before it is sold, imported or used in India. Testing is done by designated Conformity Assessment Bodies (CABs), and certificates are issued by TEC through the MTCTE portal.
Does an IP PBX need TEC certification?
Yes. An IP PBX is notified telecom equipment under MTCTE, so it must be TEC certified to be sold and used in India. On top of the legal requirement, most government, PSU, defence and bank tenders ask bidders to submit the TEC certificate of the exact model offered, so an uncertified system can disqualify a bid.
What does TEC testing cover?
The Essential Requirements for an IP PBX cover several areas, including:
- Safety: the equipment is safe to install and operate.
- Electromagnetic compatibility (EMC): it does not interfere with, and is not disturbed by, other electronic equipment.
- Technical requirements: the interfaces, protocols and features meet the standard, including IPv4 and IPv6 support.
- Security requirements: where notified, protection of the equipment and the calls it carries.
Why it matters for your business
- It is the law. Using uncertified notified equipment breaks DoT rules.
- Tenders demand it. Government and PSU tenders reject bids without a valid certificate.
- It proves quality. Independent testing shows the system meets Indian standards, not just the vendor’s own claims.
- It protects your network. Tested equipment is less likely to fail or cause interference on Indian telecom networks.
How to verify a vendor’s TEC certificate
- Ask for a copy of the certificate with the quotation.
- Check that the model and product name on the certificate match what is quoted. A certificate for one model does not cover another.
- Check the certificate on the MTCTE portal of TEC.
- Be careful with distributors who show the certificate of a different manufacturer or product.
