Government departments and PSUs
A TEC certified communication system that stays on your own servers
Government departments, PSUs and public institutions buy telecom equipment through tenders that ask for a TEC certified system, and they need calls, recordings and reports kept on their own premises. BitVoice is an Indian company that designs, builds and supports its own software: the Voxdial IP PBX is TEC certified under MTCTE, runs in your office or data centre, and connects every office, operator and emergency team on one platform.

What BitVoice does for government
Compliant, secure and built for public offices
Six requirements that come up in almost every government and PSU project, and how the Voxdial platform meets each one.
Ready for tenders
An IP PBX is notified telecom equipment under MTCTE, and government and PSU tenders ask for the TEC certificate of the exact model offered. Voxdial IP PBX is TEC certified, and BitVoice shares the certificate with every quotation. Read TEC certified IP PBX and MTCTE.
Data stays on your premises
Voxdial IP PBX runs in your office or data centre, so calls, recordings and reports stay on your own servers, with scheduled backups to the location you choose. See cloud vs on-premise PBX.
A switchboard that keeps up
The Voxdial operator console shows waiting and missed calls, who is free, directory search and call history on one screen, with keyboard shortcuts for answer, transfer and park.
Every office on one system
Connect head office, regional offices and field units with one numbering plan and free internal calls. Auto provisioning pushes the configuration to phones and gateways at each site. See multi-branch phone systems.
Recording with access control
Recording is switched on per incoming route, outbound route, ring group or queue, and only users with recording access can play or download calls. Read call recording systems.
Alerts and announcements
Emergency voice alerts call response teams together with a log of who answered, and PA paging speaks to a zone or the whole site. Read emergency alert system.
Security and control
Control who can call where, and keep a record of it
Class of service rules decide what each extension can dial: internal only, local, national, mobile or international, built once as templates and attached to each phone. Internal restrictions add a second layer inside the office. Every call is logged in call detail records, so accounts can review calls by extension or by date. Read call restrictions and PBX security and toll fraud.
BitVoice is ISO 27001 certified, and our own engineers build and support the system, so there is one accountable Indian team from tender to maintenance.

Government communication FAQs
Is Voxdial IP PBX TEC certified?
Yes. Voxdial IP PBX by BitVoice is TEC certified under the MTCTE scheme of the Department of Telecommunications, and the certificate is shared with every quotation and tender bid.
Is TEC certification mandatory for an IP PBX in government offices?
Yes. An IP PBX is notified telecom equipment under MTCTE, so it must carry a TEC certificate to be sold and used in India, and government and PSU tenders ask for it.
Can the system run entirely on our own servers?
Yes. Voxdial IP PBX runs in your office or data centre, so calls, recordings and reports stay on your own servers, with backups to the location you choose.
Can we keep our existing PRI lines and analog phones?
Yes. PRI E1 and analog lines connect through cards and gateways, and analog phones connect through FXS ports on TEC certified BitVoice gateways, so the move can be phased.
Does it support a central operator or switchboard?
Yes. The Voxdial operator console shows waiting and missed calls, extension status and directory search on one screen, with keyboard shortcuts.
Can citizens reach the office on WhatsApp?
Yes. On the WhatsApp Business API platform, a chatbot answers common questions and collects details at any hour, then hands the chat to staff in a shared inbox. WhatsApp calls can reach the same queues as phone calls.
Can AI voice agents run on government servers?
Yes. BitVoice AI Agents can be self-hosted, so they run on your own servers alongside the on-premise Voxdial IP PBX and connect to it over SIP.
Who builds and supports the system?
BitVoice Solutions, an Indian company and ISO 27001 certified, designs, builds and supports the Voxdial software with its own engineers, 24X7.
