Citizen Helpline Call Centre: How to Set One Up for a Department

Set up a citizen helpline: toll-free number, local-language IVR, department queues, recording, missed-call callbacks, AI voice agents and a WhatsApp helpline.

Helpline staff with headsets answering citizen calls in a government office

A citizen helpline is often the first contact a person has with a department. If the number is always busy, if the menu is only in English, or if a call is never returned, people lose trust quickly. A well-run government helpline call centre answers in the caller’s language, routes each call to the right section, records what was said and calls back anyone who could not get through. This guide explains how to set one up.

What a citizen helpline needs

  • An easy number, usually toll-free, that works from any phone.
  • A short IVR in the local language and English.
  • Separate queues for each section, such as grievances, certificates or schemes.
  • Recording and reports, so every call can be reviewed.
  • Callbacks for people who hung up while waiting.
  • Another channel, such as WhatsApp, for people who prefer to type.
  • Control over where the data is stored.

The number and the IVR

A toll-free number lets citizens call without paying. Point it at the helpline’s IVR, keep the menu to a few options, and record the prompts in the languages people in your area speak. Time conditions switch the menu after office hours, for example to a message with the timings. Read toll-free numbers and IVR in India and IVR call flow design.

Department queues

Each IVR option goes to its own queue on Voxdial Contact Center. Callers hear announcements while they wait, and you choose the maximum wait and what happens when it runs out. Agents are offered calls by priority, so senior staff can act as backup for a busy section. Timed queue actions can play a message or send an SMS while the caller waits. See call queue management.

Recording and reports

Recording can be switched on per route, ring group or queue, and only users with recording access can play or download calls. Reports cover inbound and outbound calls with recordings, agent performance, missed calls and abandoned calls by queue and IVR, with Excel export. A live wallboard shows calls waiting, service level and abandon rate. Read call recording systems and call centre KPIs and the wallboard.

No caller left without a reply

When a caller hangs up in the queue, the call is recorded as missed, with a count of how many times they tried. Auto callback dials them back when an agent is free, only within the hours you set, and a worklist shows anyone still waiting. For a full process, read missed call management.

AI voice agents when lines are busy

Staff answer first. When every line is busy, a BitVoice AI voice agent can answer common questions, such as office timings, documents needed and how a procedure works, in 22 Indian languages, and the caller can switch language mid-call. It then passes the caller to the next free staff member with a summary.

BitVoice AI Agents can be self-hosted, so they run on your own servers next to an on-premise Voxdial system and connect to it over SIP. That keeps calls and transcripts inside your own infrastructure. Read voice bots in Indian languages.

A WhatsApp helpline

Many citizens find it easier to send a WhatsApp message than to wait on a call. On the WhatsApp Business API platform, a chatbot answers common questions at any hour and collects details, such as name, location and the nature of the request, then hands the chat to staff in a shared inbox. Staff see the full conversation, and customer profiles keep the history. WhatsApp calls can reach the same queues as phone calls.

Where the system runs

Voxdial IP PBX is TEC certified under MTCTE, which government tenders ask for. See TEC certified IP PBX and MTCTE and EPABX for government tenders.

Setting it up

  1. List the sections and the questions citizens ask most.
  2. Choose the number, languages and IVR options.
  3. Set queues, service levels and recording rules for each section.
  4. Decide what the AI voice agent and WhatsApp chatbot should answer, and when they hand over to staff.
  5. Train staff and supervisors, then review the reports every week.
